Governing Board

The Southwestern Community College District Governing Board plays an important role in the growth and development of Southwestern College, currently the only institution of higher education within the District. Comprised of five elected members and one student member, the Governing Board ensures that the District fulfills its responsibility to lead and serve its ever-changing communities.

According to the Community College League of California, the primary responsibilities of the Governing Board as a unit are to:

  • Set the policy direction
  • Employ a chief executive officer as the institutional leader
  • Act as a community bridge and buffer
  • Establish the climate in which educational goals are accomplished
  • Define legal, ethical and prudent standards for college operations
  • Assure fiscal health and stability
  • Maintain standards for good personnel relations
  • Monitor institutional performance
  • Lead as a thoughtful educated team

Yolanda Salcido Yolanda Salcido - Seat 4
Term: December 2006 - December 2010
Board President

Ms. Salcido has been a member of the Governing Board since December 2002. She also served as the Board President December 2005 through November 2006, and Vice President December 2004 through November 2005.

A resident of the South Bay for over 40 years, Ms. Salcido is a graduate of Southwestern College. She holds a law degree Juris Doctorate from Western State University.
   
Terri Valladolid Terri Valladolid - Seat 2
Term: December 2006 - December 2010
Board Vice President

Ms. Valladolid has been a member of the Governing Board since December 1998.  She served as the Board President during December 2001 through November 2002 and December 2006 through November 2007, and as Vice President December 2000 through November 2001 and December 2005 through November 2006.

Ms. Valladolid is currently a Labor Relations Advocate/Specialist at UCSD.  Her past professional experience includes serving as the Training and Bargaining Deputy Director for SEIU Local 221 and coordinator for the Chicano Federation’s Leadership Training Institute.  Ms. Valladolid has also worked for the International American Federation of State, County and Municipal Employees (AFSCME) Union.
   
Jean Roesch, Ed.D. Jean Roesch, Ed.D. - Seat 1
Term: December 2008 - December 2012

Dr. Roesch has been a member of the Governing Board since December 2000. She has served as the Board President during December 2003 through November 2004 and December 2008 through 2009, and served as Vice President December 2002- November 2003 and December 2007 through November 2008.

Her public service includes 10 years on the Board of Trustees for the Coronado Unified School District. Dr. Roesch’s community services include her involvement in the Kiwanis Club, Coronado Soroptimist Club, Goodwill Industries International Board of Directors, Coronado Tennis Association Board of Directors, and Technology Training Foundation of America Board of Directors.

Dr. Roesch is a former educator, having served as a teacher, counselor, and school administrator. She holds a BA degree in Education and Guidance, an MA in Counseling, and a doctoral degree in Education Administration.
   
Jorge Dominguez, Ph.D. Jorge Dominguez, Ph.D. - Seat 5
Term: December 2006 - December 2010

Dr. Jorge Dominguez has been a member of the Governing Board since 2006. He has served as a professional educator in the Sweetwater Union High School District for a total of 32 years—20 years as a teacher and 12 years as a District-level administrator.

Dr. Dominguez holds a BA degree in Education, an MA in Life Time Secondary Teaching Credential, Community College Teaching Credential, Adult Education Teaching Credential, and a doctoral degree in Organizational Management and Leadership.
   
Mr. Nick Aguilar

Nick Aguilar - Seat 3
Term: December 2008 - December 2012

Nick Aguilar has been a member of the Governing Board since December 2008.

Previously he was served as an elected school board member for 21 years (9 years on the Sweetwater High School Board of Education and 12 years on the San Diego County Board of Education). Until his retirement in 2006 Nick was employed at UC San Diego as an attorney and as a senior manager in Student Affairs.
