It is the policy of the Southwestern Community College District to protect the college community and to protect property of the district under the administrative direction of the Vice President of Employee Services.

The Southwestern College Police Department is directed by the Chief of Police and provides police and patrol protection throughout the District. The community college police officers are sworn armed officers in compliance with the California Education Code and California Penal Code and possess the same authority under the law as municipal police officers. The Southwestern College Police Department is vested by the Governing Board with the responsibility to enforce on district property or at official District events, all applicable local, state and federal laws.
Southwestern College Police Officers have the authority and duty to conduct investigations, arrest violators and suppress campus crime. The college police department is linked with the Chula Vista Police Department to share criminal records, information on wanted persons as well as stolen vehicle and property information. The Chula Vista Police Department may also enforce law on district property.

College Service Officers (CSO) and Public Safety Assistants (PSA) are employed by the College Police Department to assist in the Southwestern College Crime Prevention program.

CSOs are non-sworn officers that perform safety and crime prevention checks throughout campus, patrols campus by foot to deter crime, observes and reports suspicious persons/circumstances to the police, prepare a variety of routine reports.

PSAs are student workers whose primary duties are parking enforcement, escort services and limited vehicle assistance (i.e., keys locked in car, car battery jump start).

Higher Education Center at San Ysidro (HEC, SY)
At the HEC SY, police services are provided by the Southwestern College Police Department and closely linked to the San Diego Police Department. Campus Service Officers provide security to the campus along with periodic police officer patrols. Public Safety Assistants are assigned to provide escort services, parking control and vehicle limited assistance.

Higher Education Center at National City (HEC, NC)
At the HEC NC, police services are provided by the Southwestern College Police Department and closely linked to the National City Police Department. Campus Service Officers provide security to the campus along with periodic police officer patrols. Public Safety Assistants are assigned to provide escort services, parking control and vehicle limited assistance.

Higher Education Center at Otay Mesa (HEC, OM)
At the HEC OM, police services are provided by the Southwestern College Police Department and closely linked to the San Diego Police Department. Campus Service Officers provide security to the campus along with periodic police officer patrols. Public Safety Assistants are assigned to provide escort services, parking control and vehicle limited assistance.

Crown Cove Aquatic Center (Coronado)
At the Crown Cove Aquatic Center, police services are provided by the Southwestern College Police Department and closely linked to the California State Parks Police and the Coronado Police Department. Campus Service Officers provide security to the campus along with periodic police officer patrols.
