Parking Services & Enforcement
The Southwestern College Governing Board has established policies and procedures to regulate the safe and orderly movement of vehicular traffic and the parking of vehicles on District property, to include the Chula Vista Campus, Higher Education Center at Otay Mesa, Higher Education Center at San Ysidro, Higher Education Center at National City, and the Crown Cove Aquatics Center on Silver Strand. All provisions of the California Vehicle Code are applicable on both paved and unpaved roadways.
The parking of vehicles and motorcycles is limited to designated parking areas. Parking permits are required on all vehicles that park on District property. It is the responsibility of every driver who enters District property to follow the California Vehicle Code and the Southwestern College District Parking rules and policies.
Violations of the California Vehicle Code and/or the Southwestern College District Parking rules and policies are subject to citations, fines, towing, and impoundment, 24-hours a day, even when classes are not in session.
Southwestern College Parking Services is located in Building 22 in Lot C at the Chula Vista Campus. Business hours are Monday through Friday, 8:00am to 5:00pm and can be contacted in person, by phone at 619-216-6611, or via email at swcparking@swccd.edu.

In response to guidelines and directives from the County, State, Federal, and Chancellor's office, Southwestern College campuses will be closed until further notice and employees will be working remotely to help stop the spread of COVID-19. Only essential employees such as College Police and Dispatchers will be allowed on campus at this time.
DO I NEED A PARKING PERMIT TO COME ON CAMPUS DURING THE CAMPUS CLOSURE?
No. Parking permits are not required at this time since campuses are closed due to COVID-19. However, you do need to request approval to come onto campus. Please read below:
Students: If for any reason you must come to any SWC campus, please contact the Southwestern College Police Department and let them know when you'll be arriving on campus and where you will be located. (619) 482-6380.
Staff/Faculty: If for any reason you must come to any SWC campus, please contact your Supervisor for approval, and if approved, please contact the Southwestern College Police Department and let them know when you'll be arriving on campus and where you will be located. (619) 482-6380.
Students, staff, and faculty are welcome to park in any legal parking stall (staff or student space) without a parking permit from now until the campus reopens. As long as you are parked in a regular parking space, you will not get cited. However, you can still be cited if you are parked illegally (Including but not limited to parking in red zones, on side walks, reserved spaces, drop off zones, loading zones, double parked, parked in a handicap space without a valid handicap placard...etc. Please see the Parking Policies & Regulations below for full details.

WILL I NEED A 2021 SPRING SEMESTER PARKING PERMIT IF I'M TAKING SPRING CLASSES?
No. Spring semester permits will not be sold during the campus closure since most classes will be online. If for any reason you must come to any SWC campus, please contact the Southwestern College Police Department and let them know when you'll be arriving and where you will be located. (619) 482-6380.
CAN I GET A REFUND FOR MY SPRING 2020 PERMIT DUE TO THE EARLY CLOSURE?
Unfortunately, no. If you purchased a spring 2020 parking permit, it will be honored through the end of the fall semester (December 18, 2020). Refunds will not be provided.
CAN I SUBMIT A CITATION APPEAL ONLINE DURING THE CAMPUS CLOSURE?
Yes. You will always have 21 days from the date your received your citation to submit a citation appeal. Please print out the appeal form available on our parking webpage and email the completed form to swcparking@swccd.edu. Upon our return to campus, we will date stamp and process your appeal form on the day it was received via email (i.e., if we receive your appeal form via email on 3/16/20, and we return to work on 4/30/20, we will date stamp your appeal as 3/16/20.) If a delinquent fee incurs during the closure and we have already received your appeal, we will remove the delinquent fee upon our return.

PLEASE NOTE THAT CITATION APPEAL RESULTS TYPICALLY TAKE UP TO 2 WEEKS TO REVIEW AND PROCESS, HOWEVER, DUE TO THE CAMPUS CLOSURE, THE APPEAL PROCESS MAY BE DELAYED EVEN FURTHER.
WHAT IF A TURNED IN AN APPEAL PRIOR TO THE CAMPUS CLOSURE?
Citation appeal results typically take up to 2 weeks to review and process, however, the appeal process may be delayed even further due to the campus closure. Your citation will remain on hold until we send you your results. During that hold, no delinquent fees incur. You may receive a citation reminder notice in the mail that is sent by a third party, however, please disregard it.

Yes. Citation payments can be made online, 24 hours a day, 7 days a week at: www.PayMyCite.com (For pink citations, only enter the last 4 numbers of the citation--do not enter "P00". For red and white citations, please enter the full citation number.)

Unfortunately, no. Payments cannot be made in person due to the campus being closed. Spring semester permits will not be sold since most spring class offerings will be held online. There is no need for students to purchase a semester parking permit for the spring 2021 session.

There will be NO GRACE PERIOD for the summer semester. If you must come on campus and you have a spring 2020 parking permit, your spring permit will be honored in white-lined student spaces. Visitors or students who do NOT have a spring 2020 semester permit will be required to purchase a daily permit from one of our six daily permit machines throughout campus located in Lots A, B, F, J, O, and T. Please see the college map for permit machine locations.
- With the exception of below-noted grace period, parking permits are required and must be visibly displayed on vehicles that park on Southwestern College District campuses. Please make sure the front portion of the permit is facing outward on your front windshield or dashboard. Failure to visibly display your permit on your front windshield or dashboard may result in a citation.
- All regulatory signs on the District's campuses must be obeyed. Violators may be cited under the appropriate California Vehicle Code.
- The maximum speed limit on campus is 20 MPH. No stopping, parking, or passing is allowed on the perimeter road of the Chula Vista campus at any time.
- Parking is allowed in marked spaces only. Parking in other areas, such as marked triangle zones, crosshatched areas, along roadways, or along parking lot curb lines is prohibited.
- Visitor may park within Lot A of the Chula Vista campus in green-lined visitor parking spaces near the north end of the lot. Daily permits can be purchased at any parking permit dispenser throughout campus. Machines accept debit/credit cards and $1.00 bills only (no change given). Also see #9 below and "Visitor Permits & Parking" tab below).
- Health First Fitness Club (HFFC) members may park in designated HFFC parking spaces in Lot J. Non-HFFC members are prohibited from parking in HFFC marked spaces and their vehicles may be cited.
- Parking permit dispensers are available at the Otay Mesa, San Ysidro, and National City campuses. The daily permit cost is $3.00.
- All vehicles must have a properly displayed and valid parking permit in order to park on the District's campuses with the exception of marked disabled person parking spaces. It is imperative that a valid disabled person placard is visible when parking in a marked disabled person parking spaces, including green-lined visitor spaces.
- Staff parking spaces are identified as yellow-lined spaces. Vehicles parked in staff spaces require a valid staff parking permit at all times. Staff permits are valid in both student and staff parking spaces. They are not valid in green-lined visitor spaces, or marked disabled person parking spaces.
- Student parking spaces are identified as white-lined spaces. Vehicles parked in student spaces require a valid student semester parking permit or a daily parking permit, Monday through Sunday from 7:00 a.m. to 10:30 p.m. Student semester parking permits are available for purchase online through WebAdvisor.
- Daily permits are valid on the date of issuance only and can be purchased from permit dispensers located in Lots A, B, F, J, O, and T: Visitor permits are valid for one hour and cost $1.00. Visitor parking is valid in any Lot A green-lined marked visitor spaces only. All day permits cost $3.00 and are valid in student lots B, C, D, E, F, G, I, J, L, M, N, O, & T in white-lined student spaces only. Machines accept debit/credit cards and $1.00 bills only (no change given).
- Motorcycles may be parked in areas designated for motorcycle parking or regular spaces and require a valid semester permit or a daily permit. Since affixing a permit to a motorcycle is not secure, report any citations issued to the College Police Department in Building 22 where assistance will be provided.
- The purchase of a parking permit does NOT guarantee a parking space. The responsibility for finding a legal parking space rests with the operator of the vehicle. Lack of available parking spaces is not an excuse for illegal parking. Also see #4 above.
- Southwestern College is not responsible for lost or stolen permits. Replacement permits for students may be purchased through WebAdvisor at full value. Staff may report a lost or stolen permit to the College Police Department in Building 22 located in Lot C or by calling (619) 216-6611. Replacement permits may then be issued.
- Temporary student, staff, vendor, and visitor permits may be requested and obtained from the College Police Department.
- Unaccompanied vehicles that are left parked in a loading zone for longer than 15 minutes may be cited.
- Parking and loitering on campus after 11:00pm or after special events is prohibited.
- Fraudulent use of parking permits may result in a citation, confiscation, and referral to Student Affairs for disciplinary action.
Where to purchase student permit:
Students must purchase semester parking permits online through WebAdvisor on MySWC. The College Police Department does not provide parking permits to students over the counter.

After payment, you will have the option to print out a 10-day temporary permit which allows time for the original permit to arrive in the mail to you. If you have not received your original permit in the mail by the expiration date of your temporary permit, please contact Parking Services at (619) 216-6611.
Two vehicles can be registered on the same permit, however, only one permit is provided and must be displayed on the vehicle that is parked on campus. Both vehicles cannot be on campus at the same time.
Lost or stolen parking permits are not refunded. Please report stolen permits to College Police. (See "Parking FAQs" below for more options regarding lost or stolen permits.)

IMPORTANT: Visitors parked in yellow-lined staff spaces or orange-lined HFFC spaces at any time are subject to a citation.

If you are not a registered student, you can still purchase a semester permit for the following reasons:
- Taking a non-credit class.
- Auditing a class.
- College for Kids parent.
- Bonita Vista water polo students/parents.
- Library use.
Purchase a non-student semester permit:
- Obtain a new parking permit number through College Police by either contacting them via phone (619-216-6611) or coming into the College Police department (Building 22 in Lot C). Let them know you are non-student and would like to purchase a semester permit.
- Once we provide you with a permit number, you will be directed to the Cashiers Department in the Cesar Chavez Building (Building 68) to pay for the permit.
- Return to the Police Department with your receipt and a parking permit will be issued.
- IMPORTANT - You will need the following vehicle information to obtain your permit: License plate number, vehicle make, model, year, color, registered owner's name.

YOU MUST DISPLAY A VALID STATE-ISSUED DP (DISABLED PERSON) PLACARD OR STATE-ISSUED DP PLATES TO PARK IN A DISABLED PERSON PARKING SPACE, OTHERWISE YOU WILL BE CITED.

Q: If I have a valid handicap placard/plates, do I need to purchase a parking permit?
A: No. As long as you have your valid DP placard/plates visibly displayed, you do not need to purchase a daily or semester parking permit.
Q. I forgot my handicap placard, can your office provide me with a temporary handicap placard/permit?
A. No. Southwestern College Police Parking Services does not issue temporary disabled placards/permits. If you suffer from a temporary disability, you must get a temporary placard from the State of California. If you forget or misplace your disabled placard, you cannot use a disabled space or you may get cited. It is your responsibility to have your disabled placard visibly displayed at all times while parked on campus.
Q. What is the fine for illegally parking in a disabled parking zone?
A. Depending on the violation, the minimum fine is $250.00, the maximum fine is $1,000.
When your valid handicap placard is properly displayed, YOU MAY park in or on:
- Disabled person parking spaces (blue zones).
- White-lined student spaces without paying.
- Yellow-lined staff spaces without paying.
- Green-lined visitor spaces without paying.
- Streets where preferential parking privileges are given to residents (Residential Parking).
Disabled persons MAY NOT park in the following areas:
- Any area marked as “No Parking” or “Tow Away” zone.
- Crosshatch marked spaces next to disabled person parking spaces (area is for wheelchair/wheelchair lift access).
- Designated loading or unloading zones.
- Any area that is not a designated parking spot (i.e. on sidewalks, grass, driveways).
- Stalls marked "reserved" for a specific person or type of vehicle.
- Orange-lined “Health First Fitness Center Members Only” parking spaces (Unless you are an HFFC Member).
It is illegal and punishable by fine, imprisonment or both fine and imprisonment (CVC §§22511.5, 22511.6, 22511.57) to:
- Allow someone to use your DP parking placard if you are not in the vehicle.
- Possess or display a counterfeit DP parking placard.
- Display a placard unless the disabled owner is being transported.
- Lend your placard to anyone, including family members or friends. (CVC §4461)
- Use someone else's placard.
- Display a placard that has been cancelled or revoked.
- Alter, forge, or counterfeit a DP parking placard or placard identification card.
DP placard misuse is a misdemeanor (Section 4461VC) and can result in cancellation or revocation of the placard, loss of parking privileges, and/or fines.
You must present identification and the DMV Disabled Person Placard Identification Card/Receipt upon request of a peace officer or a person authorized to enforce parking laws. (CVC §§5007, 22511.56).
All full time and adjunct employees may request a two-year staff parking permit through WebAdvisor on MySWC. You will need the following vehicle information to request your permit: License plate number, vehicle make, model, year, color, registered owner's name.

When completed, you will receive a confirmation email. Please allow 48 hours after receiving your confirmation email to pick up your permit at the College Police office, Monday - Friday, 8:00 a.m. - 5:00 p.m., in Building 22 in Lot C at the Chula Vista campus. If you work at another campus, please email us at swcparking@swccd.edu, and request the permit be sent to you through interoffice mail to your department.
If your permit is lost or stolen, you will need to file a police report to obtain a replacement.
IMPORTANT: Please note that signing up for classes at the Health First Fitness Club (HFFC) does not automatically include HFFC Member parking. Member parking is sold separately in order to park in HFFC Member reserved parking spaces.
The designated parking spaces for Health First Fitness Club (HFFC) Member parking is in Lot J. These spaces are designated by red and yellow signs and orange-lined spaces on the ground. Members may park in orange-lined HFFC Member parking spaces or any white-lined student space.
Lot J is the only lot on campus that is shared by students, staff, faculty, and HFFC members, so please be mindful of where you are parking to avoid citations. Parking in yellow-lined staff spaces at any time may result in a citation.

Frequesting asked question:
Q: I'm an SWC student with an SWC student parking permit, but I'm also taking a class at the Health First Fitness Club, can I park in HFFC Member parking spaces?
A: Unfortunately no. Parking in HFFC Member parking requires a paid HFFC Member parking permit and these permits are not available to students. SWC students must park in standard white-lined student spaces (indicated in the photo below).
HFFC Member permits greatly differ from SWC staff and student permits and are only available for purchase by community members. SWC faculty, staff, and students are not eligible to purchase HFFC Member permits since they should already have a school permit.
If you are a community member who would like to join the Health First Fitness Club and purchase a monthly or annual member parking permit, please contact the Health First Fitness Club at (619) 482-6327 for more information.
Parking permit dispensers are located in Lots B, F, J, O, and T.
Dispensers in Lots B, F, J, O, and T will only dispense an all-day daily permit.
Dispenser in Lot A will only dispense an hour Visitor permit.

- RESTRICTED PARKING ACROSS THE STREET:
The City of Chula Vista has established a residential parking district in the College Estates neighborhood across the street from SWC. Only residents with city-issued residential parking permits are permitted to park along the streets in that area. All others will be cited. This is a city ordinance effective 8/22/16. The College Estates district is patrolled by CVPD and SWCPD. For more information regarding this ordinance, please visit City of Chula Vista parking page or contact the City of Chula Vista at (619) 476-5360.
The Southwestern College Police Department enforces traffic and parking at all times, Monday - Sunday.
Stolen parking permits should be reported to the SWCPD.

- PERMITS REQUIRED TO PARK ON CAMPUS:
The Southwestern College Parking Administrative Review (Citation Appeal) process, Administrative Hearing process, and Court Appeal process are mandated by California Vehicle Code Article 3, Sections 40200.7 and 40215, which was enacted by the State Legislature, Assembly Bill 408, effective July 1, 1993, and Assembly Bill 1228, effective January 1, 1996. All appeal time restrictions are made pursuant to the aforementioned legislation.
As with all community colleges in California, it is every student, staff, and visitor’s responsibility to review and follow the school's parking rules and policies. To view this information in detail, please see the Parking Rules and Regulations tab above.
Common reasons that DO NOT support dismissing a citation are:
- I did not know the rules and regulations;
- I forgot to display my permit;
- I was in a hurry/running late;
- I could not find a parking space;
- I was only parked for a short period of time;
- I did not know that I could not park there;
- I did not see the sign or curb markings;
- I cannot afford to pay for a parking permit;
- I cannot afford to pay the citation fine;
- I was told it was free to park;
- The lot was almost empty;
- I've never had a ticket before;
- I will never do it again;
- Others were parked in a non-designated area, I thought it was okay to park there too;
- I never received the citation on my vehicle;

THE APPEAL PROCESS:
The first step is an Administrative Review to determine if the citation was validly issued.
Before you begin your Administrative Review, please answer the following:
- Is the information on the citation accurate?
- Did the driver comply with Southwestern College’s Parking Policies and Regulations? (Found on this page and at Parking Services & Enforcement.)
- Were there mitigating circumstances that prevented the driver from complying with the parking policies and regulations and, if so, did the driver take reasonable and timely steps to avoid the violation?
If the answers to questions number 2 and 3 are "No", there is little choice but to uphold the citation. The citation will not be voided.
If the answers to questions number 2 and 3 are "Yes", please proceed below. Please note, citing officers take photos of each violation. These photos are seen by the reviewing panel to assist in determining the outcome of your appeal.

LEVEL 1 - ADMINISTRATIVE REVIEW
You must submit an Administrative Review appeal form within twenty-one (21) calendar days from the date you received the citation. If you do not submit an appeal within 21 calendar days, your right to an appeal is forfeited and all fines must be paid.
The completed form can be emailed to swcparking@swccd.edu or dropped off at the College Police office in Building 22 in Lot C, Monday - Friday, 8:00 a.m. - 5:00 p.m. Your appeal results will be emailed to you within two (2) weeks. If email is illegible or returns as undeliverable, results will be sent via U.S. mail to the address provided on your appeal form. During the review process, your citation is put on a temporary hold and no delinquent fees are incurred. DO NOT PAY FOR THE CITATION UNTIL YOU GET YOUR RESULTS BACK. Payments that are processed cannot be refunded. If you do not receive your appeal results via email or mail after two (2) weeks from the time you submitted your appeal, please contact Parking Services at (619) 216-6611 to request a status. We will need your citation number or the plate number of the vehicle that was cited in order to look up your citation.
LEVEL 2 - ADMINISTRATIVE HEARING
NOTE: Must have completed Level 1 to request an Administrative Hearing.
At this level, your Administrative Hearing is conducted by the City of Chula Vista Parking Division who are well versed in our parking policies and regulations.
Before you begin your Administrative Hearing, please answer the following:
- Is the information on the citation accurate?
- Did the driver comply with Southwestern College’s Parking Policies and Regulations? (Found on this page and at Parking Services & Enforcement.)
- Were there mitigating circumstances that prevented the driver from complying with the parking policies and regulations and, if so, did the driver take reasonable and timely steps to avoid the violation?
If the answers to questions number 2 and 3 are "No", the City of Chula Vista will have little choice but to uphold the citation. The citation will not be voided.
If the answers to questions number 2 and 3 are "Yes", please proceed below. Please note, citing officers take photos of each violation. These photos are seen by the City of Chula Vista reviewing panel to assist in determining the outcome of your hearing.
California vehicle code 40215 (b) requires payment for the citation at the time the Administrative Hearing is requested. Submit an Administrative Hearing form within twenty-one (21) calendar days from the initial Administrative Review results. Failure to make request within stated time frame will result in request being denied and no further appeals allowed. The Administrative Hearing is conducted by a hearing official who is not directly affiliated with Southwestern College Parking Services. You will receive a notice by mail of your hearing date.
The Administrative Hearing request form may be picked up at the College Police office in Building 22 in Lot C or can be printed by clicking the Administrative Hearing Form link below.
If the appeal is accepted: A refund will be issued and your citation will be dismissed.
If the appeal is denied/upheld: The College keeps the citation fees to satisfy the citation. Appellant has the right to contest citation further (see Level 3).
LEVEL 3 - COURT APPEAL
NOTE: Must have completed Level 1 and Level 2 to request a Court Appeal.
If you are not satisfied with the outcome of the Administrative Hearing, you may further appeal your case to the South County Superior Court (500 3rd Avenue, Chula Vista, CA 91910) within 30 calendar days after personal delivery or within 35 days after mailing (Code Civ. Proc. §1031) of the issuing agency’s final decision. You bear all fees for this appeal level. For court filing fees and instructions, please visit: San Diego Superior Court. The College Police office does not provide these documents for you.
If the appeal is accepted: The College refunds the citation fees. Court fees are non-refundable.
If the appeal is denied/upheld: The College keeps the citation fees to satisfy the citation. Court’s decision is final.
Beginning August 22, 2016, students and non-residents will no longer be able to park in the residential neighborhood (College Estates) east of Otay Lakes Road across from Southwestern College. The City of Chula Vista has created a parking district exclusive to the residents of College Estates. Parking in the College Estates will require a city-issued residential parking permit that only neighborhood residents can purchase. All non-residents will be cited. The city-issued permit (not Southwestern College parking permits) must be displayed on vehicles in College Estates from 8:00am – 5:00pm, Monday through Friday. - Pay at the Cashier’s Office in the Cesar Chavez Building (Bldg. 68). You must have your citation with you in order to pay for your citation at Cashiers.

Parking FAQs
The typical mailing time varies between 1-4 weeks, depending on your location. After payment of your permit, you will have the option to print out a ONE TIME 10-day temporary permit which allows time for the original permit to arrive in the mail to you. If you have not received your original permit in the mail by the expiration date of your temporary permit, please contact Parking Services at (619) 216-6611.
If you have not received your permit in the mail after four (4) weeks from the time you order it online, we can only assume your permit is either lost or stolen in the mail. Please go to the College Police office to fill out a Police Report to report it stolen.
No, only HFFC Member parking permits will be honored in designated Lot J HFFC Member parking spaces. Student permits greatly differ from HFFC Member permits which must be purchased separately. Member spaces are clearly marked on the ground as “Health First Fitness Club Members Only” or with a red and yellow HFFC Member parking only sign. Students who park in these designated areas with a student permit will be cited. Please park in a regular white-lined student space that is not designated for HFFC Members.
The Southwestern College Police Department enforces traffic and parking at all times during the week and also on weekends.
