The Southwestern Community College District Governing Board plays an important role in the growth and development of Southwestern College, currently the only public institution of higher education within South County. Members of the public wishing to comment on specific board items or during the public forum may do so, during the live board meeting. Public comment provides the public with an opportunity to address the Board on any matter within jurisdiction of the Board. In compliance with the Brown Act, except in limited circumstances, the Board cannot take action on matters not listed on the agenda. All comments will be limited to three minutes.

An oral presentation to the Board does constitute an open discussion on the presentation topic unless that topic is on the posted agenda. Pursuant to the Brown Act (Government Code Section 54954.2(a)): No action or discussion shall be undertaken on any item not appearing on the posted agenda, except that members of a legislative body or its staff may briefly respond to statements made or questions posed by persons exercising their public testimony rights under Section 54954.3.

Any individuals with disabilities requesting reasonable accommodation or modification of the meeting procedure so as to be able to watch the live feed or listen telephonically to the Board meeting and address the Board may contact mlomahan@swccd.edu at least 48 hours in advance.

Primary Responsibilities

According to the Community College League of California, the primary responsibilities of the Governing Board as a unit are to:

  • Set the policy direction
  • Employ a chief executive officer as the institutional leader
  • Act as a community bridge and buffer
  • Establish the climate in which educational goals are accomplished
  • Define legal, ethical and prudent standards for college operations
  • Assure fiscal health and stability
  • Maintain standards for good personnel relations
  • Monitor institutional performance
  • Lead as a thoughtful educated team
